CHAIR: Bonnie Kempe
COMMITTEE MEMBERS: Laverne Charles, Julie Einsiedel, Jonee Davis, Pat
Hendrickson, Debbie McCandless, Roxane McCoy, Barbara Pasquinelli, Laurie
Petersen, Larae Pranter, Charlene Rice, Priscilla Rose, Megan Tredway,
Glenda Wright, Pres. Protem Robin Saum
STATEMENT OF GOAL AND OBJECTIVES FOR THE YEAR: The 2003 Board charged
this committee to examine the protected herd name situation. Also to
consider any other membership problems that come before this committee.
SUMMARY OF COMMITTEE WORK AND ACTIVITIES FOR THIS YEAR: Discuss the office
selling the membership directory to non-members. Discuss the protection
of herd names. Discuss the "look alike, sound alike" herd name problem.
Discuss the apparent purchasing of memberships in order to influence the
election of Directors.
FINANCIAL STATEMENT: Because every committee member had an email address
there was no money spent on postage.
PROBLEMS ENCOUNTERED: One member was not reached because her email
bounced and the post office returned as "not known". There was no
consensus reached on the "look alike, sound alike herd names". After a
great deal of discussion on the apparent purchasing of memberships for
election purposes no consensus reached on how this could be prevented.
DECISIONS REQUIRING BOARD ACTION:
1. The office should resume selling the membership directory to
non-members. Not doing so will not prevent the membership list from
getting into the hands of telemarketers. Vote was 9 yes and 2 no, 3 no
answer.
2. Should we release some protected herd names? Vote was 11 yes, 2 no, 1
no answer.
After contacting the office the Committee was given the
following
Figures regarding the number of protected herd names; Protected
herd
names registered to non-members with the last activity dates of
1991
or before is 4,523. The remaining list up to 2003 is another
9,973 for
a total of 14,496. Now this includes Lifetime members,
Historic Herd
Names. The committee voted on 2 proposals; One suggested by
Committee member Pat Hendrickson and one suggested by the
Chair.
After much excellent discussion and several votes, the
committee voted
on the following proposal, 9 yes, 2 no, 3 no answer.
1. RELEASE ALL HERD NAMES THAT ARE PROTECTED BEFORE 1991, UNLESS IT IS
CONNECTED TO A CURRENT MEMBERSHIP, LIFETIME MEMBER, OR IS A HISTORIC HERD
NAME.
THEN RELEASE 1994, 1993, 1992 AGAIN CHECKING FOR LIFETIME MEMBERS OR
HISTORIC HERD NAMES. FROM THEN ON RELEASE BACK 10 YEARS EVERY YEAR (IN
2005 RELEASE 1995 ETC.).
3. NEW RULE FOR GUIDEBOOK (SUGGESTED IN THE APPENDIX UNDER "HOW TO
REGISTER A HERD NAME", AND ON THE PAGE OF FEES (HERD NAMES/PREFIX).
"HERD NAMES WILL BE PROTECTED ONE OF 3 WAYS,
1. MAINTAIN A MEMBERSHIP
2. LIFETIME MEMBER
3. PAY A ONE TIME FEE OF $100, THIS WILL BE ON TOP OF THE FEE ALREADY IN
PLACE, AND CAN BE PAID AT ANY TIME. (extra fee)
It was strongly suggested that a very strong notice be put in the N&E. It
was also suggested that a letter be sent to Lifetime members a asking if
they want to keep their herd name protected.
WORK TO BE COMPLETED BY NEXT YEARS'S COMMITTEE; Whatever the Board
wishes.
LONG RANGE GOALS: Same as above.
I wish to thank the Membership Committee members for their ideas and all
the work that went into this years committee decisions. It is a pleasure
to chair a committee where the members are so responsive and have given
thoughtful and insightful discussion.
