1. STATEMENT OF GOALS AND OBJECTIVES FOR THE YEAR:

Our objective is to provide the American Dairy goat Association with programs that enhance the entire association, providing the membership with services for the registration and recordation of dairy goats in the USA. To that end, our goals this year are multiple. A major goal is to assist in establishing the herd books for Nigerian and Sable dairy goats. Another goal is to establish procedures for the registration or recordation of dairy goats that are a result of cloning. A goal that has become paramount is to provide support and assistance to the IM committee and Bryan Lenihan in their work on the computer system. There are several other goals that have been worked on by this committee and will be addressed under their individual topics.

2. SUMMARY OF COMMITTEE WORK AND ACTIVITIES FOR THE YEAR:

Three articles have been written for the ADGA Website and ADGA News and Events. The first article addressed the Rules of Registration for the Experimental and Grade Registries that disallow any genetics from animals other that the ADGA recognized standard size breeds. The second article addressed the rules for opening the Nigerian herd book. The third article addressed the rules for opening the Sable herd books. All three articles were well received and generated many questions that were addressed by the office, the Chairperson and committee members.

Committee members were asked to volunteer to work on specific topics and workgroups set up.

Donna Palmer was added as a Registration Committee member as well as a member of the New Breeds Task Force to assist in setting up the Sable Herd books and writing the necessary rules.

Since the Chairman was scheduled to spend most of three months in the field doing Linear Appraisal, Donna Palmer and Tom Rucker were asked to respond to any questions from the IM committee, the office, Bryan Lenihan, the Directors and the membership on the Sable or Nigerian herd books.

Cloning: In our initial discussion, the cloning workgroup came up with a set of possible Rules for cloning, based in the Boer goat rules. In our initial ballot, the committee passed a proposal to present this to the BOD this year. On further discussion, however, the committee expressed many concerns about the ownership of Genetic Material and who would have the right to apply for registry or recordation of cloned Dairy Goats. Most committee members, who had originally vote to present the proposal, changed their votes.

Paul Adams was asked by the Chairman to lead the committee's discussion and to conduct a second vote on the topic of cloning as well as to pursue more information on possible rules and technical information. He did so and the results of that vote as well as the potential Rules for Registration or Recordation of Cloned Dairy Goats will be in an attachment to this report.

La Manchas: Greta Meyers and Cathy Pindell worked to coordinate information between this committee, the La Mancha Club and other ADGA members who breed La Manachas, regarding the possible closing or adjusting to the La Mancha Purebred Herd books. The results of the survey done by the La Mancha Club indicated that the majority of La Mancha breeders wanted the Purebred her books to remain open at this time.

Don Marston has worked on setting up a presentation for the Annual Meeting that would give ADGA Members a chance to interact with available committee members on Registration committee questions. Don has also worked on the continued exploration of the use of Electronic Identification for dairy goats. Because of the ongoing work on a national level being done on animal identification in general, this committee will remain engaged with this discussion.

Definitions of "what defines a dairy goat" and "what defines a standard size diary goat" are being worked on by Joan Stump, Peggy Moore, and Vivian Proctor.

Breed specific Disqualifications continue to be worked on. While we passed part of the in 2003, there are still place that this needs to be made clear in the Guidebook.

Information Management: Tom Rucker and Brent Deitrich have been liaisons with the IM Committee. With the loss of Jim Wilson, this assignment has become very important. We have asked them to assist Bill Marshall and Bryan Lenihan in answering the questions applicable to Registration and Recordation.

Vivian Proctor brought the question of changing the term Recorded Grade to Percentage Americans to the BOD last year. This was referred to the Registration Committee by the BOD and was voted on this year.

Shirley McKenzie continued to receive inquires from members on if we could register or record wethers. She asked this committee to explore this topic which we have done and we will bring a proposal to the BOD on providing a Certificate of Identification for wethers.

Dave Daubert presented a question to this committee following the National Show. This was regarding the terminology in the Guidebook regarding re-tattooing and requiring this information being on the Registration Certificate.

3. FINANCIAL STATEMENT-COMMITTEE EXPENSES:
Since the Chairman finally figured out how to use the Internet, she has saved big bucks for ADGA on postage and printing. Thus, there are no committee expenses so far this year. Right now, she is in an Internet Café using a public computer since her own computer crashed yesterday. She will donate the cost of using the public computer.

4. PROBLEMS ENCOUNTERED:
The duel roles of Committee Chairman and Linear Appraiser have been a problem this year. Since the Chairman has been unavailable for much of the prime committee work period this year, it was difficult to get all the important committee work completed. Fortunately, committee members stepped up to the plate and continued the committees work. Quite admirably.

The biggest problem this year that we had worked closely with Jim Wilson on a number of issues and specifically, the Nigerian and Sable Herd books. Again, the committee members have made themselves available to assist in the process as requested.

5. DECISIONS REQUIREING BOARD ACTION:
Proposal 1. Natives on Appearance: We propose that under General Rules for Recordation of Grade Dairy Goats or Registration of American Breeds. Rule D, 1, regarding Natives on Appearance, should be moved down to the number six position and the other rules moved up. Yes 14 No 0 Abstentions 0.

Proposal 2. Add the phrase to this rule "this is a stand alone rule and the above rules to not apply". Yes 13 No 1 Abstentions 0.

Proposal 3. Identification Certificates for wethers.
1. We propose the ADGA offer an Identification Certificate for dairy goat wethers.
2. The individual animal so identified would be required to have a tattoo following ADGA tattoo policy.
3. The certificate would include a name, tattoo information, date of birth, name and location of farm of origin, name and address of breeder or owner, breed or breed type, color and description, and certificate number.
4. The ADGA office would maintain a searchable data base.

Proposal 4. Percentage Americans. We propose to change the name of Recorded Grade to Percentage American. Yes, 8 No 6 Abstentions 0.

Proposal 5. Under VII, Tattoo Policy,

We propose a new rule 4 be added that says "When a goat is re-tattooed due to a fading or illegible tattoo, the registration or recordation certificate shall be sent to the office, with the appropriate revision fee, and will be marked "re-tattooed".

We propose that the current Rule 4 would be moved down to become Rule 5.

We propose that in Rule 5, b. The word "may" be changed to "shall".

6. WORK TO BE COMPLETED BY NEXT YEARS COMMITTEE.
Work will continue next year on animal identification, cloning, fine tuning the two new herd books, defining standard size dairy goats and dairy goats, and probably should include a definition of miniature dairy goats. We will continue to look for areas that need clarification and refinement.

7. LONG RANGE GOALS (5 YEARS) FOR COMMITTEE:
This committee needs to be forward thinking in planning for the important questions of animal identification as well as the possible registry of dairy goats that are a result of cloning. Both of these topics will require intensive research and close coordination with other ADGA committees and other Livestock entities.
